I'm sure it would be fairly simple to add a "blocknavcat($catname)" and maybe "unblocknavcat($catname)" and/or "is_cat_blocked($catname)" into lib/output.php that would block, unblock, and/or check for blocked categories of navs, e.x. Market Street, Blades Boulevard, Other, Editors, etc. The main idea behind this would be a dynamic streets module, but I'm sure people will find other uses for it. And it would be fairly simple to add, You could pretty much copy the blocknav(), unblocknav(), and is_blocked() and change the variable names, then check for blocked categories wherever you check for blocken navs, and if a category is blocked, don't show all of the navs in it.
Just a thought, my village is very, very cluttered and I don't have multiple cities because my site is too small (5-8 ppl on at best times), so it would be nice to have a streets module that is dynamic like that.

I have played on a site where this street works. However his site went down after a crash, and I wanted to download the module but it was not publically released.

Couldn't you simply make a module that adds a street and add links to the other streets?

The main problem is, in the village, modules add navs (duh). The only current way to get rid of them is to block each of them individually or modify every module. This gets annoying, having to update all of them each time you add somthing, and it also doesn't work with random navs (like the kittens). So, if you could block a whole category, then you could block lets say the tavern street unless you're on Tavern Street.
