I believe that would require modifying the PHP code and moving the addnav calls around. Is that permitted? I'm not sure.

Simple matter of removing the forest blocknav from village.php.

Yes, modifying core files is permitted.  If you do modify core files, you are required to provide copies of your modified files upon request, to anybody who makes that request.

Modifying core files isn't recommended, however, as anything you break really isn't supported.  Also, when updates come along, you need to copy your modifications into the new files...

Wouldn't that eliminate the point of having multiple cities, though? It would just be easier to disable the multiple cities module.

not if you want multiple cities it wouldn't be.  The eaiser solution is what Talisman mentioned or create a module which places the nav where you want.  That way you are sure to not mess with the core code and have to change it later when the core is updated.

In fact it's cities.php, line 180 which needs to be commented out in order to show the forest in the capital village/city, too.

Have a module that runs on every 'footer-village' hook, and run it last. Unblock the forest nav. Add it, in case it doesn't exist. Hook into the validforestloc and add all villages which are in validloc. Easy.  Wink
